This is a SAKTA (or saktu), a type of traditional Latvian folk art jewelry, very similar to the Norwegian SOLJE. Great quality family heirloom.

Just about 1-3/16" (3.0 cm) tall by 1-11/16" (4.3 cm) wide by 1/2" (1.3 cm) thick. I don't see any markings or hallmarks. The clasp and hinge would date this to circa 1800's. This has been tested & is 875 silver which was the silver standard in the Russian & Latvian area & is referred to as Zolotnik in Russia. 875 silver is not quite 925 sterling. This was the most common silver standard c 1800 to early 1900's. Each flower has a double buy sided etched design, all are similar to each other. Weight - 8.7 g / .31 oz.
